// THE SHORT ANSWER

The dividend payout ratio is the share of a period's net profit paid to shareholders as dividends. A credit desk reads it against cash rather than profit: a payout policy set as a percentage of earnings is funded, in a year when earnings do not convert to cash, by the facility — which is why a lender's consent right over distributions exists, and why the quality of the earnings is read before the consent is given.

The market is mid-market commercial lending as practised in New Zealand and Australia; where a convention differs elsewhere, the page says so.
